History:
Fantasy Sim Group has it's official birthday on June 3rd, but in reality the
Group began before even then. in late April of 2000, the original core members
of Fantasy were starting to rumble about the idea of a new sim group. There
were various problems and difficulties, along with general discontentment
with the Federation Sim Group, and the idea was quietly passed about. By mid-May
of 2000, the idea of a group was solid, and ready to be placed into action.
Finally, at the end of the month, some 5 Simulations "split" from Federation
to become the new Fantasy Sim Group.
These original simulations, in no particular order, were: USS Athens, USS Serengeti, USS Aurora, Empok Nor, and USS Avatar, USS Invincible. Within the month, Fantasy had elected Brin Simion as leader (who made the title of "First") and Richard Stabler as the first Grand Inquisitor. Very quickly after that, in early July 2000, the USS Yorktown, USS Vienna, Lost Galaxy, and SGRI/New Mutants were accepted into Fantasy. Unfortunately, both Lost Galaxy and SGRI/New Mutants left within the month.
However, at the end of August and early September 2000, four new simulations joined Fantasy. SSO (Starfleet Secret Operations), IKC Horizon, IKC Deathwind, and Mobile Justice were all accepted and welcomed to the family.
From then until the end of May, Fantasy grew steadily, and smoothed out as a Group of sims and people. Before the first year was out, Fantasy had grown to include USS Invincible, USS Explorer, USS Terix, USS Ark Royal, and the USS Endeavour.
In such a short year, the group has also gone through a full three major revisions to the main website, the newest edition coming online only days after the first year of "official" operation. There were many who had doubted the group's survival, but there doesn't look to be any slowing for Fantasy.
On June 3rd, 2001, Fantasy Sim Group celebrated it's first anniversary. After such a fantastic year, it looks like a great start to many more years to come.
- Purpose
The members of the Science Fiction and Science Fiction and Fantasy Sim Group (FaSG) have formed an organization for the sole purposes of role playing, casual chatting, and having fun.
This organization shall promote and nurture an environment where creativity can thrive. Appropriate resources and assistance shall be provided to group members for their various activities. Membership is open to anyone willing to conduct themselves in a respectful, non-threatening manner and who is primarily interested in the groups stated purposes.
- Structure
The Science Fiction and Fantasy Sim Group shall name a leader by nomination and vote to be held by all eligible Commanding Officers in the organization.The vote shall be held in private by email and only the results shall be announced to the group. The leader shall be confirmed by a 2/3 vote of all eligible COs. The leader is accountable to the group and may be removed at anytime by a 2/3 vote of all eligible COs held as described above. The COs shall define eligibility in their bylaws. Should a CO be chosen leader, that individual shall not be eligible and will be removed from the CO voting listserver.
- Leader
Recognizing that there is no other reason for a sim group to have a leader except to make necessary decisions and facilitate work activities related to ensuring the success, the growth, and the smooth operation of the organization, there shall be one decreed position of leadership in the Science Fiction and Fantasy Sim Group.This leader shall be responsible for managing all aspects of the Fantasy Sim Group with the exception of accepting new sims into the group and removing them; and choosing and removing a leader. The leader has the following duties and responsibilities. All authority necessary to fulfill these responsibilities is hereby granted.
The leader may, as needed, create positions and delegate authority to any member to perform his or her duties. The leader may chose a name for him or herself and the positions he or she creates. The leader may display his or her organizational structure on the groups webpage during his or her time in service. At a minimum, the leader must provide the following guidance to the group.

The leader shall have the responsibility for identifying personnel and resources needed to accomplish these tasks and defining and implementing duties and responsibilities for any necessary personnel.
- The
Circle
The Commanding Officers of the Fantasy Sim Group shall form together and perform the following functions within the governmental structure of the organization.- All eligible Commanding Officers shall nominate and choose a leader by private email vote on the voting listserver. It shall be necessary for 2/3 of all CO's to be in agreement to confirm a leader.
- Similarly all eligible Commanding Officers shall remove a leader following the above-mentioned procedure.
- New sims may join the Science Fiction and Fantasy Sim Group provided 2/3 of the eligible CO's approve. The COs shall provide specifics for this process in their Bylaws.
- Any sim may be ejected from the Science Fiction and Fantasy Sim Group provided that 2/3 of the CO's approve. This vote is also conducted via private email on a listserver.
- It
shall be necessary for the CO committee to approve all changes to
the Charter of the Science Fiction and Fantasy Sim Group by a 2/3
vote of all eligible COs. This vote is also conducted via private
email on a listserver.
All voting shall be confined to the listserver and only the results of any votes shall be made public. Eligibility shall be defined in the Circle's Bylaws.

Admittance
All sims petitioning for admission into the FaSG will be subject to the following procedure regarding the fair investigation of said sim:Once the sim is brought forth to the Commanding Officer's Council (hereafter referred to as "The CO Council") by the leader (or his/her duly authorized representative) and at least one CO/GM, the CO Council may take up to seven (7) days afterwards to review a candidate sims listserver, webpage, etc. for possible admission to the FaSG. During the period, votes may be cast for or against the candidate sim. After this seven (7) day period, all CO's must have cast their votes, or have made arrangements to have a duly designated representative cast the vote on their behalf. If Any CO fails to cast a vote during this 7 day period, their vote will be considered an abstention. In the event of more than 1/3 of the CO's fail to vote, the vote shall be considered null and void, and a new vote will be held immediately. In the event of less than 1/3 of the CO's fail to vote, the vote's results shall stand.

Sim activity is defined as a sim with five (including the Command staff) actively simming simmers for a period of 4 weeks. Only COs/GMs commanding an active sim may vote. COs/GMs who command more than one sim may only vote once.

All recruited sims admitted into the FaSG will be admitted under trial probation, during which the said sim's Commanding Officer or Gamemaster will have non-voting discussion rights pertaining to future sim admissions, policy creation, etc. for a period not to exceed thirty (30) days. After this period, if the sim has met activity criteria, said CO/GM's will have full voting rights within the CO's Council of the FaSG.

- The
Grand Inquisitor
Recognizing that from time to time, it may be necessary to impose discipline on one or more members of the Science Fiction and Fantasy Sim Group, there shall be a position of mediator called the Grand Inquisitor. The GI shall be involved only when all other avenues of dispute settlement have been exhausted.The Grand Inquisitor may name up to two members to help him or her resolve disputes or mete out discipline. In all matters coming before him or her, his or her decision shall be final.
All Inquisitions shall be held in private and only the results shall be made public.

and Game Leaders Responsibilities and Authority
The leader of each game referred to as the Commanding Officer, the Game Master, or equivalent will have sole and complete responsibility for the content and conduct of his or her sim or game. This leader is expected to provide a simming or gaming experience which is consistent with the purposes of the Science Fiction and Fantasy Sim Group.The leader is responsible for the discipline and safety of his or her simmers or gamers. The leader may conduct his or her sim or game where ever he or she chooses, however, responsibility of consequences related to these choices rests solely with this leader.

All changes to the charter must be presented to the Circle by the leader. Changes will go into effect if 2/3 of the CO vote(as above) to approve them.

The Fantasy Sim Group shall operate under the following set of bylaws:
- Respect others, this means everybody, granted there may be times when people get under your skin, but out of respect for the rest of us in the group and especially in the channel please refrain from arguing.
- Foul language is discouraged and kept to a discreet minimum. Cussing is the literary equivalent of picking one's nose. There are better ways of expressing yourself. Be mature.
- Flooding, now this is one that has taken a bit of thought, cause I occasionally like a bit of ASCII art, myself, but nothing over 5 lines or so. Also no join/part flooding attempts will be tolerated.
- Out of respect for the abilities of the artists, no overt trading of MP3s as well as no trading of warez or porn, as per server rules.
- MP3s are allowed in the OOC channel, but not to excess, in the IC channel they may be used to provide a bit of extra "richness" but there again not to excess.
- Wav files, same basic rules as for MP3, in light moderation, and to provide special effects in the open IC channels.
- Finally, as far as rules for sim channels are concerned, it is up to the CO to come up with their rules, as long as they stay within the boundaries of the server rules.
- You must always get permission from the leader before using the group name or resources for anything you do.
- If you have a problem with someone, you must approach the person yourself and make every attempt to resolve the dispute before asking for intervention by the Grand Inquisitor.

A Proposed Addition to the Fantasy Sim Group CO Council Bylaws
